Evaluation of imported contents with complete vehicle characteristics

Related issues due to distinct tariffs between imported parts and whole vehicle; Entrusted by General Administration of Customs, National Development and Reform Commission, State Taxation Administration, Ministry of Commerce, Ministry of Finance； Function：Application admittance, data audit, on-site examination, report compilation, report to China Entry-Exit Inspection and Quarantine

Administration of domestic vehicle identification number (WMI/VIN)

For home auto makers, process their WMI application and distribution, grant, validate and change the Certificate; For imported auto makers, put WMI and Regulations of VIN Compiling on file； Grant Certificate, stamp ID, and distribute enciphered information for complete vehicle manufacture； Code name application and distribution for home auto manufacture.

Project Management for National 863 Program “energy conservation and new energy ...

Organization and implementation of topic R&D, standardized project management support, full-service for topics units, dynamic information and decision analysis, technical communication and public platform, promotion and public relationship.

Testing Research

Conduct tests covering 8 fields: Emission and energy conservation, Full-scale vehicle crash, Safety components, EMC (electric and magnetic compatibility), Lightening and electric elements, Complete vehicle, Clean vehicle, New product type approval of special-purpose vehicle

Investment consultation and evaluation

Responsible for investment consultation and evaluation entrusted by NDRC, and provides related suggestions about approval-type projects for the government. Up to date, 25 consultation and evaluation assignments by NDRC accomplished Corporations involved： FAW-VW AG, Chery Corp., Chang’an-Ford, Chang’an Corp., Changfeng Corp., Jiangling Motors, Tongji University, China Erzhong Corp., Huatai Corp., Shanghai GM Wuling, etc.

Engineering Design and Management

Class A design qualification for national machinery industry and civil construction, and also Class A supervision qualification for building construction Major projects (already finished): Engineering design, construction management and supervision to more than 1000 complete vehicle and parts manufactures including Beijing Benz (Daimler Chrysler), Hyundai Beijing, Toyota Tianjin, Hunan Changfeng, etc. Construction management to FAW-Toyota Tianjin, Tangshan Aixin, ADVICS Tianjin, Toyota-FAW Moulding, Toyotsu Tianjin, etc.

C-NCAP (China New Car Assessment Program)

Independent, non-commercial, scientific, objective and impartial; Investment budget: 20 million RMB capitals each year; Complete assessments on at least 52 car types by first half of 2008 and about 20 types from next year; Evaluation process is independent from purchase to test and pick up test cars sourced from the best-sale new cars in recent two years; Use related regulations in other countries for reference and respond to Chinese situation.
